We were instructed by The Rushmoor Development Partnership, bringing together Rushmoor Borough Council and Hill Investment Partnership Ltd, in relation to their planning application for a proposed mixed use regeneration scheme at Union Street East, in Aldershot town centre. The scheme comprised 100 flats, 128 student accommodation units, 2,237sqm of flexible retail/commercial/business floorspace, together with parking, landscaping and significant improvements to the public realm.

APPROACH

We have initially prepared a Scoping Note to gauge pre-app response from Hampshire County Council and then the Transport Assessment and Travel Plan in support of the planning application. We also took part in the Design Team Meetings and a pre-application meeting with officers at Rushmoor Council.

We have worked with the Project Team and provided input to the design of the masterplan, including the Site access strategy. A justification on the proposed levels of car and cycle parking provision for all the components of the scheme were provided in support of the application (residential, commercial, student accommodation). This took into consideration the high accessibility by walking, cycling and public transport and the local standards. Particular attention was paid on the justification of the car free nature of the student accommodation units.

OUTCOME

The Transport Assessment concluded that the proposals were in line with National, Regional and Local Policies and, overall, would result in a beneficial impact on the local area. Planning permission granted at committee.
