We were instructed by Millwood Designer Homes Limited to assess the transport planning and highway engineering implications of a 26 dwelling residential development along Wilmington Road, Dartford. The residential scheme would replace a former horticultural nursery that was formerly provided at the site.

The site is in an easily accessible location with a number of amenities and facilities located within close proximity. Furthermore, the local bus services provide connections to local service centres and rail stations.

APPROACH

We prepared a Transport Statement and Travel Plan to support the planning application. In addition, we provided Masterplanning and design advice concerning the site layout and access design. The Transport Assessment demonstrated that the proposals would not have a detrimental impact on the local highway network in terms of operational capacity. The scope of work included the review of vehicular access arrangements, onsite parking layout, trip generation, impact assessment, and junction capacity assessments. A Travel Plan was also prepared to promote sustainable transport use for those living at and visiting the site. During the post-application discussions with the local highway authority, we were required to commission a Stage 1 Road Safety Audit and produce a Designer Response Report.

OUTCOME

The planning application was refused by the Local Planning Authority, in October 2022. However, the reasons for refusal were not highways related, with the Highway Authority raising no objection to the proposals.
