We were instructed by Rehoboth Godstone Ltd to support a permitted development scheme which would replace an existing office building with a residential development consisting of three residential flats along with associated car and cycle parking.

The site is situated along Godstone Road, just to the north of the village centre in Whyteleafe, Surrey. There is access to a wide range of local services and facilities along with multiple bus stops and two rail stations within walking distance of the site. Given the above, the site is considered to have a highly sustainable location.

APPROACH

We prepared a Transport Statement to support the planning application. The Transport Statement was required to demonstrate the sustainability of the site and the likely impact of the proposed development.

To determine the sustainability of the site we undertook a detailed review of the site’s accessibility through the use of isochrones, a desktop review of bus and train services along with census data in the form of mode share and car ownership statistics. The review of sustainability was a key area of ours as it allowed us to reduce car parking levels compared to the standards. To confirm that the proposed parking levels were appropriate a parking accumulation exercise was undertaken.

In addition, the Transport Statement showed that the development proposals would have a beneficial impact on the local highway network, in terms of operational capacity, when compared to the existing land use.

OUTCOME

Planning permission was granted, subject to conditions, in May 2022.
