We were appointed by the West Cheltenham Consortium to provide transport planning advice for a mixed use development in West Cheltenham, next to GCHQ. The development will provide approximately 200,000 sqm of commercial development, and 1,200 new homes. Once developed, the site will be the UK’s leading cyber park.

APPROACH

In 2017, the site was allocated in the Gloucester, Cheltenham and Tewkesbury Joint Core Strategy and we supported the applicant through the allocation process.

We are now supporting the applicant in the preparation of a planning application. We have fed into the masterplan design, and in the process of developing the Transport Assessment. A Paramics microsimulation model of the whole of the West Cheltenham area has been constructed in order to analysis the effect of the development on the local highway network. Consultation with the Local Highways Authority and Highways England has been key to the preparation of the Transport Assessment.

Sustainability is at the forefront of the proposed development, we have produced a comprehensive Mobility Strategy to set out how access to the site can be achieved via sustainable modes of transport.

OUTCOME

A planning application is due to be submitted in 2021.
