We were instructed by TATA Steel to support an outline application for a residential development at the former Oakwell Brick Works site in Ilkeston, Derbyshire. The proposals comprised a total of 116 dwellings across two land parcels, served by separate accesses.
APPROACH
We initially prepared a Scoping Note that detailed our proposed approach to assessing the likely transport related effects of the development. Specifically, this involved outlining the proposed access arrangements, setting out trip rates and identifying the junctions for capacity assessment.
Once feedback from the highway authority was received, we prepared a Transport Assessment and Transport Statement to support each land parcel. Given the site’s former industrial use, significant areas of contaminated land were identified. Substantial level differences also existed between the site and existing carriageway. We were therefore required to complete detailed design of various access options to determine the most feasible in terms of the existing topography and contaminated land.
Once the application had been submitted, we attended a public consultation in Ilkeston to engage with local residents. From this, enhanced walking and cycling routes through the site were incorporated into the scheme.
OUTCOME
We are currently assessing the feasibility of alternative access arrangements following opportunities that have arisen following the submission of the planning application.
