When we were appointed Bassett House School provided education facilities for circa 200 pupils. A pre-application submission was made for the development at St Helens Gardens resulting in an increased capacity of c120 pupils, together with a corresponding increase in the number of staff.

APPROACH

A supporting transport strategy was developed as part of a Transport Statement, including an assessment of the impact of additional staggering of start and finish times. An addendum to the current School Travel Plan with supportive measures addressed potential parking and traffic management issues, to the satisfaction of the client as well as the highway authority.

A comprehensive parking survey was undertaken with a beat count taken every five minutes during school peak hours (8:30 to 9:30 and 14:45 to 15:45). The survey was used to identify the availability of on-street parking in the surrounding residential streets and to demonstrate that sufficient capacity was available.

A review of the personal injury collision data was undertaken to identify potential highway safety issues within the local highway network and infrastructure. This analysis identified no highway safety issues.

OUTCOME

Planning permission was granted.
